"Sometimes individuals that were adopted may have two different names on I-9 documentation. For those individuals who have been adopted internationally, if the adoptive parents have not obtained proof of citizenship, then that can make it challenging to get a passport, DL, as well as the SS card that can be used as for work purposes. As an adoptive parent myself, I have been able to use my personal adoptive community network to assist individuals in this situation."
